Manny Pacquiao has been named champion in recess by the World Boxing Association (WBA) in a resolution issued by the Championships Committee, while Yordenis Ugas was promoted to welterweight super champion.
Pacquiao won the super champion belt in July 2019 when he defeated Keith Thurman, however, he has not defended the belt since then.
The WBA, according to its rule C.14, dictates that champions and their teams are required to know the WBA rules and regulations. Rule C.22-24 states that when a champion is unable to defend the belt for medical, legal or other reasons beyond his control, he may be named champion in recess. The medical reasons must be documented before the WBA Medical Committee, while the legal reasons must be evidenced before the legal director and the Championships Committee.
Any inconvenience that may arise in the process will be resolved under the guidelines of the WBA regulations.

Why is everyone so mad? He’s holding the belt hostage and this exhibition is the biggest joke. Either fight or let the belt go it’s that simple, it would’ve be 2 yrs if they hadn’t intervened.
Exactly! Why is this fight going to be an exhibition? A legendary champ who holds a welterweight belt willing to go down to 140 to fight a top lightweight contender. De La Hoya fought everyone they put in front of him but as a promoter he is the exact opposite. Manny vs Ryan is a very intriguing matchup until you put the word exhibition on it. Just stupid.
Not really that intriguing, Ryan just got floored by a decent not elite boxer at lightweight in the second round. Manny is faster and stronger than Luke Campbell he would destroy Ryan.
Boxing will not become a major sport again while the likes of the WBA control the sport. Some of the stuff is comical. Boxing and boxers deserve so much better.

At least Pacquiao has proven himself as a true boxing legend so I’m good with this. Not that he needs this belt.

Corrupts of the WBA will find a reason to keep Pacquiao as a champion, wrong business strips him. Pacquiao is a fool too, why keeping something with no value? Just relinquish it and save good money in his next fight. Pacquiao, Canelo Alvarez, Anthony Joshua and still Lomachenko, have the privilege to extend golden tickets, they don’t need those bogus belts to make an event attractive, just a decent, credible opponent
What alternate reality is this? Champion “in recess” sounds like something from Cartoon Network. Beyond absurd.
